U.N. Security Council to extend the mission of the International Security

The resolution likely will mention for the first time the maritime OEF activities the Maritime Self-Defense Force participate in by refueling U.S.-led ships in the Indian Ocean. The maritime activities are being carried out by multinational forces, including those of Britain and the United States.

As the Democratic Party of Japan has refused to extend the Antiterrorism Law, which is set to expire on Nov. 1, the MSDF's refueling operations would be halted. The government therefore asked Britain and the United States to recognize the important role played by the MSDF via its refueling mission in an attempt to sway the DPJ.

According to U.N. diplomatic sources, the key permanent Security Council members--Britain, France and the United States--have entered the final stage of discussion on a preamble to be included in the resolution, which likely will state the council appreciates the role played by participating countries in the ISAF and OEF operations, including the marine activities.

The main purpose of the resolution is to achieve a one-year extension of the ISAF mission that expires in mid-October.

The mission of the U.N.-mandated ISAF squad, which was dispatched to Afghanistan following the Sept. 11, 2001, terrorist attacks on the United States, has been extended every year with a new U.N. resolution.

If the resolution is submitted to the Security Council on Tuesday, it likely will be adopted Wednesday.

The preamble, which also will summarize the Security Council's views on its operations in Afghanistan, will include words of appreciation for countries participating in the OEF mission, which by assisting the ISAF campaign, have contributed to maintaining security in Afghanistan.

The marine activities that form part of OEF operations, look set to be mentioned for the first time since the first resolution was adopted in 2001.

Preambles until 2006 only thanked nations who joined the ISAF and OEF missions for their contributions without praising the willingness of such nations to take part in the missions.

DPJ leader Ichiro Ozawa has opposed extending the Antiterrorism Law, saying the activities in which the MSDF has been participating are being carried out despite the lack of a U.N. resolution.

As such, the government has asked the United States and other countries to include in the resolution words pointing to the importance of the MSDF's role. However, since such wording will only be included in the preamble, it remains to be seen whether the DPJ will be swayed by the resolution.

CARDIFF--Japan head coach John Kirwan said over the weekend that he would play his first-choice team against Wales on Thursday.

Speaking to reporters at the Brave Blossoms' base camp in Colomiers, France, Kirwan said injuries had forced him to make two changes from the side that started against Fiji. Yuta Imamura and Go Aruga will both miss the game.

Replacement scrumhalf Yuki Yatomi, who was forced off the field shortly after coming on in the second half against the Fijians, has been ruled out for the rest of the tournament with an ankle injury and will be replaced by Kim Chul Won.

The Osaka University of Health and Sports Science graduate has yet to play a Top League game, but the 23-year-old impressed many at the Waratahs academy, having spent time there as part of Japan's high-performance unit. The announcement was made by Takahiro Okuizumi, who heads the group of attorneys who worked for the five plaintiffs, at a meeting of those who contracted the hepatitis virus through contaminated blood products and other medically related means.

The plaintiffs comprised people who contracted hepatitis B virus in their childhood through then mandatory vaccinations, and relatives of those who contracted the virus. The group originally filed a suit with the Sapporo District Court, which dismissed their demands in 2000.

But the Sapporo High Court ordered the government in 2004 to pay 16.5 million yen to three of the five plaintiffs.

In June last year, the Supreme Court ordered the central government to pay a total of 27.5 million yen, or 5.5 million yen each, to the five plaintiffs, saying it was highly likely the plaintiffs contracted HBV because of the repeated use of needles in group vaccinations.

The attorneys, currently in the process of forming groups of attorneys for each region, will accept telephone inquiries from hepatitis B patients and their relatives in an effort to solicit more members to join the planned suits.

After the Supreme Court acknowledged the central government's responsibility for HBV infections contracted through inoculations, the plaintiffs and the attorneys have been calling on the Health, Labor and Welfare Ministry to take measures to help other hepatitis B patients.

Though the government and the ruling parties pledged to extend financial support to cover medical expenses for hepatitis C patients, they failed to come up with any specific support measures to help HBV victims.

People who are highly likely to have contracted the virus through vaccinations--and who had no chance of contracting it from their mothers or through blood transfusions--are expected to participate in the class-action suits.

More than 40 percent of people who survived a suicide attempt that saw them transported to the emergency care department of Yokohama City University Medical Center have tried to kill themselves before, according to a survey by Yokohama City University researchers.

With the number of suicides this year exceeding 30,000 for the ninth straight year, experts have said there is a pressing need to devise measures to prevent people from committing suicide. They have pointed out that the reasons people are driven to take their own lives are not well understood.

A researcher said that because those who have attempted suicide could try to end their lives again, medical care and social support are very important for suicide attempt survivors.

Since fiscal 2003, the team has interviewed all survivors of suicide attempts who have been hospitalized at the emergency care center of the university's hospital as well as their family members.

The team further analyzed 554 survivors--222 men and 332 women--or 11.7 percent of those taken to the hospital from 2003 to July 2007.

According to the team, 48.1 percent of survivors said they had not tried to kill themselves before, but 41.8 said they had. Of those who had tried before, 21.8 percent said they had tried once and 20 percent said they had tried more than twice.

A Finnish survey in the 1990s found that about 50 percent of suicide survivors later killed themselves, a figure similar to the findings of the survey conducted by the Yokohama team.

Wheelchair basketball athlete Naoki Yasu will in October become the first professional Japanese player in Europe when he starts a new career in the European league, which has the highest playing level in the world.

"I'm not sure whether my playing style will work [in Europe]. I'm a little nervous. But I want to give it my all, since playing there is a dream-come-true for me," he said.

Yasu, 29, will play with Trevizo in Italy. He did not elaborate on the content of his contract with the team, but said, "I'll easily make ends meet with my salary and will be able to concentrate on my playing."

Yasu played with the Wheel Kings--a semi-professional Australian team--from June to September. His trademark is his speed on the court.
